My laptop is not turning on and I noticed the power management ic was overheating when I plugged in the battery, so I took it to a repair shop and I got it back today stated that the cpu is dead but when I opened the motherboard I found that this IC is missing on the other side of the motherboard, what is the issue?

I had a similar issue previously, the device would light up and then stop, but after a few hours, it would start charging on its own.
