Lines on pictures, slightly blurry also.

I have a Samsung L700 for a couple of years now and the pictures have lines on them and they are also slightly blurry. I went to an electrical shop and they said that there could be a problem with the lens shutter when the picture is being taken.

Is there anyway that I can fix it without spending a lot of money on it???
