Bought a 13 mini to restore, but need help on what parts can be reused

Long story short, I bought a phone lot that had a 12 PM and a 13 mini. I got the 12 PM unlocked and reset, however, the 13 mini was supposedly unlocked by the previous owner. When I reset the phone, it became activation locked. I tried contacting the owner to get it properly unlocked, but to no avail.

Currently, the phone is running the latest version of iOS (18.3.1), and I'm curious as to what parts are salvageable, or if the phone is just now a complete paper weight.

Any advice or knowledge would be greatly appreciated. :)
