Official Samsung support for the Galaxy Note 9 tablet has ended and Android Ver.10 was the last one they issued for the tablet.
Here's a list of the latest (and last) Ver.10 pda versions if you want to check to see if your version is listed. Select the applicable tablet model number at the top of the list e.g. SM-N960N, SM-N960U1etc
You can try installing a custom rom (example only) but there are some bugs in it.
