GE french door ..single evaporator.. The evaporator , defrost and damp

GE FRench door refrigerator. The evaporator , defrost and damper door are working. The air circulation stops when the upper door switches are depressed indicating the doors are closed. However the air circulation resumes when the switches are released indicating the door is open. The fridge part is not cooling. the freezer side of the damper was frosted up and blocked .( we cleaned this ) then we have cool air when the door is open and no air when we depress the switch..telling the controls the door is closed. Does this mean the control board is the problem
