AMD RX 570 not booting. Voltage measurements included

Hey all, I've been trying to fix a XFX rx570 XXX edition 8gb. Keep in mind I've no knowledge so I've been doing this using tutorials. Any help is appreciated.

8pin connector led is open when pc boots, but nothing else happens (no image).

Fans don't spin.

PCIe pins are all ok. They have similar resistance and not one is faulty. PCIe capacitors are all ok also, they have similar resistances.

12V pin is ok. 3.3V is also ok.

No visible damage/burnt components.

I booted it with the heatsink unscrewed to check voltages and here is what I gathered. Everything below is based on this video: https://youtu.be/5oD69tIrU7c?si=cQbnSDhl...

GPU core doesn't heat up at all. Stays cold.

12V voltage is ok (C157, C151).

3.3V voltage is ok (next to C157, C151).

At the 5V regulator on the back on the 3 legs I read 2.5V, 3.3V, 12.V and opposite of them I read 3.3V. Didn't read the suppossed 5V.

At the 1.81V on the back I read 1.81V. One thing I noted was when I read the voltage, the fans spun for a split second.

Display rail read 0.92V

VDDCI/memory controller read 0V

1R0 (memory) read 0V

GPU read 0V

Things I tried that I am not sure I did correctly:

Continuity test on 8 pin connector socket.

Resistance measurement on the regulators on the back of the card.

Update (04/10/26)

12V voltage is ok (C157, C151).

3.3V voltage is ok (next to C157, C151)

Have you got any photos of the card? Are there any obvious damage to the card (ie. missing/burnt components)?

I also had the same problem with a similar card, an XFX RX580. They are both Polaris cards like the RX570.

I did some research and found out that if the card is not booting with the fans are not spinning, it is a problem with the 5V or 1.8V rail.

I fixed my card by replacing an LDO voltage regulator chip (uP8801S) and a mosfet (GH15B). They are both located at the back side of the card.

If you could provide a picture of your card both front and back, it will be very helpful.
