Why Can't I Make a new Administrator Account?

I have a MacBook Pro (Version 10.1.2), that, when it boots up, shows a "PGP" Screen. However, when I try to do the "Command + S," it won't work, and the "PGP" Screen will still be there, however characters have just been added unto the password. I don't know the password, either, because I got this from a friend that left to Russia. How can I fix this?

PGP is design to protect the machine and its contents... all sorts of conventional hacks/craks are circumvented, if they weren't it wouldn't be doing it's job. You'll have to contact your friend when s/he arrives in Russia to get the proper pass word or find out who installed PGP so you can get support. (PGP is often used on "company" machines).
