kathy, I strongly suggest that the first thing you do is to not use your iPod until you clean it properly. If you do not clean it, you may run into corrosion failure later on. Use this teardown to find out how to disassemble your iPod. Once you got that, clean it as a outlined in this wiki. Make sure you clean the connectors and cable ends. I also advise to replace the battery after any immersion. Once your iPod is properly cleaned, reassemble and reassess. Yes, it is possible that the touch screen will work after a replacement, but it is also possible that your touch screen controller IC got shortened out, as well as other SMD components, and this would require a board level repair. So, again, Disassemble>Clean>replace battery>reassess>replace display/touch assembly>logic board repair.

Hope this helps, good luck.

Put in rice . Trust me, it works . Same thing happened to me and I did this technique and it worked.

Sydney, rice is a great first aid to remove some liquids, but it does not prevent corrosion or will repair an iPod. Any submerged device should be properly cleaned.
