If you have access to the pc to login. Then just factory reset in settings, otherwise use a clean drive with a compatible OS of your liking downloaded to it and hook it up. Search the internet for ways to reset without login info if thats a problem, I dont use ChromeOS, but thats the standard for most PCs.
