Error 2009, no fall, no repairs. New products.

Recently I often notice that the 13-15 series iPhones stop turning on and fall into error 2009.
What methods I tried:
Update software on different devices (windows/mac)
Different cables.
Beta version of the firmware
Replacement of the NAND memory
Checked the filters for 0.83/1.24 that go to the NAND (they are working, these voltages come.
At the same time, there is an image on the screen, an apple and a daisy appear during the firmware.
The SRAM line is also normal.
If you remove the memory instead of 4014, it still falls into error 2009. Has anyone managed to solve this error?

this phone is from another region, the person does not want to wait until we send it to another country under warranty, he was ready to lose it (don't ask me why, I don't know what's wrong with people). Such cases have already happened and people simply had their entire phone replaced under warranty. But it is not entirely clear to me what to do with phones that are already out of warranty.
I also have a 13 pro with similar behavior. Only it already had a replaced case, with a non-working 0.5 camera. I replaced the entire camera assembly, decided to update via iTunes. I encountered the same 2009 error, now it does not turn on, no soldering was done, only diagnostics and methods described above as in the case of 15pro
