Blank screen is backlit but won't boot to Windows or Bios. When I try turning it off with the button it restarts. The Caps Lock is lit and the F11 button is lit but nothing else. Fan isn't running and I don't hear any noises at all.

Try a full power refresh in case the BIOS has become corrupted and is preventing a normal start i.e the laptop is not passing POST (Power On Self Test)
Here’s the procedure:
a). Turn off the laptop (if on) and disconnect the charger (if connected).
b). Disassemble the laptop and remove the main battery from the laptop and then disconnect the coin cell RTC battery from the motherboard. Here’s the maintenance and service guide for the laptop. Go to p.36 & p.65 respectively to view the removal procedures. When the RTC battery is removed from the laptop, use a DMM (voltmeter function) to measure the battery’s voltage. If it is <2.6V DC replace it. The battery part number is L23943-00. Search online for the part number to find suppliers
c). Press and hold the laptop’s Power on button for 30 seconds and then release. This will restore the BIOS back to the factory default settings.
d). Reconnect the RTC coin cell battery (or a replacement battery)
e). Reinsert the main battery, re-assemble the laptop and connect the charger.
f). Switch on the laptop and check if it starts OK. If it does there may be a message on the screen about the date and time being incorrect. This is normal as the BIOS has been reset. Once the date and time have been corrected, the message won’t appear the next time that the laptop is started.

c). Do this with no batteries or power? Or should it be done after the RTC battery is replaced and then remove it again and replace again? A little confused about this part.
I hope it works - it is the only thing I haven't tried.
You press and hold the Power button for 30 seconds AFTER after you have removed all sources of power from the motherboard i.e., charger, battery and RTC battery and BEFORE doing d). e). & f) above.
By pressing and holding the Power button you are forcing the laptop to turn on, which of course it cannot do, due to no power being connected.
What this does however, is it drains any residual power from the motherboard components which causes the BIOS to reset back to its factory default condition.
A corrupted BIOS (who knows why it occurred??) can prevent the laptop from operating in many different ways i.e. usually no start or other start problems.
Basically you're starting again with a BIOS that hopefully has been reset enabling the laptop to work correctly again.
If it still doesn't work after a power refresh then there's a problem on the motherboard and further testing using the schematics for the board would be required.
