If water got into your phone it could have shorted out any number of things. If you have any (preferably) 99% Isopropyl alcohol completely submerge your phone in it. This will stop any more damage occurring. As for repair or turning on I would take it to a phone shop at this point. Phone needs opening up/ cleaning and board level component testing.
