I restarted and reset the settings to factory defaults, but it didn’t fix the issue. However, in some apps like Instagram and Telegram, the camera seems to work correctly in the background.

The fact that the camera works in some apps and not others would point to a software issue rather than a hardware issue. Also, is it both the front and back camera or just one?
Try this to see if it helps
1. Camera > Settings > Restore Defaults
2. Settings > Apps > Apps > Camera > Storage > Clear data (would not delete your personal data)
3. Restart your phone
