The 3DS don't charge any battery.

When I plug in the adaptor, the charged up icon shows up but accutually the 3DS is not charging at all no matter how long it is plugged.

I should swap the battery with another 3DS and do the charging on the other one.

So I am sure the battery is ok but the machine just don't charge it at all.

Please help me figure out which part or parts is not functioning. I am familiar with basic soldering technique. Thanks.

Answer this question I have this problem too

Is this a good question?

When you charge the battery in another 3DS, does this one power on and function normal, besides no charging?

In this case I would check the two fuses on continuity. Maybe one is blown so you need to bridge it.

You never bridge a fuse. They are there to protect the more expensive, harder to replace components. You replace fuses with same current ratings and equal to or higher voltage ratings. New fuses for the DS series are not that expensive if you shop around. I've been buying them in lots of 30, fast acting 603 package, 1A, 32V, fuses for $9USD counting shipping from HK through eBay. That is $0.30 each. You can get them from a number of other sources( Newark Electronics, Mouser, etc..) for close to that price, each, plus shipping. The shipping is the real cost for components like this. Many people on eBay sell this same fuse 2 for $5 including shipping, a reasonable cost when you consider the value of what they protect.
