like when you turn the brightness into overdrive or mess with the gamma. and it happens gradually, when you turn it on everything is fine but within a minute it's all blown out. the image returns to normal after i turn the contrast all the way down. it's an Philips 170s with a CCFL backlight. here is a video of the problem

Check if the components in the inverter section of the power board are OK
Here's the Inverter board no power troubleshooting flowchart from the service manual, that may help to locate the components used.
Here's a repair kit for the power board. Since there is one available, problems with the power board are not unknown, hence the kit.
You may be able to replace all the capacitors anyway without the kit ;-)

i seem to have a different revision then in the service manual. this is the power board i have; https://imgur.com/a/spzcqHp and i don't see anything wrong with the caps, so them most have failed internally then?
Most probably not but it is a bit hard to tell given the angle of the picture whether any have "domed" ends at all signifying they're faulty.
The power board has two switching transformers in the inverter section, (left side of board in image) check their connections for dry joints etc on the board as sometimes this is where it fails.
Worst comes to worst you can always replace the power board (example only to show cost of board) to see if that resolves the problem
Search for "AIP 0093 Rev.G" to find suppliers that suit you best.

I might be imagining it and my eyes aren't that good anyway but does the purple? capacitor near the small switching transformer in the 2nd image you posted have a domed cap i.e. not flat?
To me it certainly looks like it has a small bulge in the top when compared to the others in the same image but maybe it's just the picture angle.
@jayeff you might be right, i also added an image of the eizo gamma test and that is just weird. i also could not figure out the value of that capacitor, it's too small to show anything and i can't find a service manual for that revision.

@martijnpuik just posted as an answer since I cannot add images to comments. Your power board is a AIP-0093 and according to the schematic your C319 is a 150µF 25V capacitor.

I'm wondering if maybe the physical buttons on the bottom of the screen are stuck, or being pressed. When you go to adjust your screen's brightness does it feel like the buttons are compressing properly?.

@jmehnert no, the buttons work still, i can still control everything. and it behaves normally.

@martijnpuik The only other thing I can maybe think of is that it could be an issue with the drivers for your monitor. Have you tried uninstalling them and reinstalling them?
