ONLY turns on when plugged in (usb/power) - error 3914 & 1611

I can't get the iPhone to turn on without a cable connection.

When try to restore, I get error 3914 & 1611.

I don't have any previous backup file and want to restore it to factory or any other version.

Options

The power issue could be caused by a bad battery. Since it does work with USB and AC adapter, I would start there. Replace the battery. Also, make sure that the dock connector is clean (no bend, broken or corroded pins) After that try putting it in dfu mode then restore. you can get older firmware and instructions on how to install it from here. hope this helps to get you started.
