Why won't my new WD SSD boot up? Cable is good as is the HD

I replaced the HD with an SSD from Western Digital. It will not but up the utility, only a folder with a question mark. I know the HD is good because it lights and the Sata cable is good because it will boot up the old hard drive. It also will boot from a USB disc or the internet. Please help.

Your machine uses SATA II. Did you buy an SATA 3 drive? What drive did you buy?

SATA is backwards compatible, newer devices just run at the older speed
