Not necessarily. ICs, especially those that regulate voltage or amperage, will definitely get warm because they may need to shunt power. If you are concerned, my recommendation would be to search for the IC (type it's part number into the google search and try to match it) and find its specs. Many ICs commercially available have their specs available including operating temperature range. Measure the temperature of the IC and see if it falls within the manufacturer's specs.
