My phone is stuck on charging screen and is not responding.

hello, my phone is stuck on charging screen. power + volume down gives me a black screen and when I release it it goes back when I remove the cable it just turns off and doesn't show anything and power + volume up doesn't get me to recovery mode but sometimes send me into a bootloop

To get into recovery you need to connect to a computer then press power and up.
