Why won't Power Mac G4 MDD power-up without cycling ac power?
Pushing the power-on button won't start the computer, as it should, unless the ac power is cycled first. What's the cause and what's the fix?
Is this a good question?

Some things to try - press the PMU reset button, check/replace the PRAM battery, check PSU

The PRAM battery looks to be in this GUIDE - step 5
I did (prior) replace the "clock battery". Is that the PRAM battery? I did not try the PMU reset button.
Yes - the PRAM battery also powers the RTC (real time clock) so if that is flat the date/time will be wrong
