PS3 has no signal?

My BF's PS3 is acting funny... everything is plugged into the correct ports on the television (the cables came with the system) and the t.v. is on along with the playstation3 but its just a blank screen. like it wont even go to the screen where the user names are displayed for log in. Its also NOT beeping when it's powered on but it beeps when its powered down. Any ideas?
