I've been working on computers for 40 years and even I don't know what you mean by "chip lock". Your Acer is a pretty basic Window machine that doesn't have any special hardware or software that would keep you out of it.
Speaking of which, can you give us a little more information on what you mean? Are you saying there's something that won't let you log in, or is it a problem where the computer won't turn on?
Does it do anything when connected to a charger? Are there any lights on at any time? Is the screen black but you can hear sounds?
A little more detail will help us assist you in figuring out what's wrong with your laptop.
