Try the Apple way first "Try charging the iPod touch for 10 minutes or more, by connecting the iPod to your computer (not your keyboard) using the included USB cable or to an Apple USB power adapter.

Note: iPod touch cannot be charged with a FireWire power adapter or FireWire-based car charger. If iPod touch is connected to a computer that’s turned off or in sleep or standby mode, the iPod touch battery may drain instead of charge.

Important: If iPod touch is very low on power, it may display one of the following low-battery images indicating that iPod touch needs to charge for up to ten minutes before you can use it. If iPod touch is extremely low on power, the display may be blank for up to two minutes before one of the low-battery images appears.

While connected to a power source, try to reset the iPod touch. Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until either the Apple logo or battery symbol appears. If the battery symbol appears, continue to charge iPod touch until it is fully charged.

If the iPod touch still doesn't power on, then restore in recovery mode."from here
