Why does my moniter have to be turned on and off?
Before I can get started after turning my computer on I have to turn the monitor on and off for at least 15 times

what monitor do you have? - tft or crt ??
if it's a tft monitor, i would say that the capacitors are faulty and should be replaced
if it's a crt monitor - replace the whole monitor - any repair on those monitors are expensive and should only be done by a professional - the costs are most likely higher than a new tft monitor will come.
