PS2 makes high pitch whirring when powered on, doesn't post to tv.

The console is dirty on the inside and is missing a lot of covers. I'm not sure where to start on fixing this, or what part could be causing it.

Allison Sorrell cleaning it first is good advice. Nest let us know which covers are missing. it will be of more interest to find out why they are missing. What is the history of this console? Is this yours? when was the last time it worked? If nothing else post some good pictures of what you are looking at. That way we can see what you see. Adding images to an existing question

Sorry that I didn't update this earlier. I bought it for parts/repair from a store and it turned out to be filled with dead roaches.

I immediately got rid of it, pretty sure one of them got in the power supply and caused it.
