could be that your pump is just not getting the fuel from the tank. How do you know it comes on? What exact year and engine size is your Altima?

Tried testing for fuel and pressure at the fuel test valve? There should be a fuel rail with a test valve, the same as tire valves, to depress manually or connected to a fuel pressure gauge to determine fuel pressure.
