Can the elastic waistband on long underwear bottoms be replaced?

I have some Patagonia Silkweight Capeline long underwear bottoms that have lost elasticity on the wasitband. Since they are no longer manufactured, I’d like to get the waistband replaced. Is this possible?

It is possible to do this yourself if you sew. If not many dry cleaners will repair garments, or be able to tell you who does. :)
