Is my power supply partially fried?

I have an iMac A2133 that will not power on unless the hard drive power cable is disconnected.

With the HD connected i get 1 led lit up and the fans try to work.

With the HD disconnected i get all 4 led lit up and the machine chimes and powers up.

Is the power supply partially fried or do i have a bad hard drive?

I tried another HD and it worked. Original HD has a burn mark on the PCB. :(

There is a very strong chance you can get your data back off the broken hard drive if you replace the logic board on the hard drive with one from another hard drive with the exact same model. I have done this a number of times with success.

Simple way to check would be to hook up another hard drive to the cable. If it works you have a bad hard drive--if it doesn't further troubleshooting will be required. Good luck
