This iPhone 3Gs has falen and I need to fix it.
Is this only the front glas that is broken?
There is no black spot in the display as if lcd liquid flows out.
Touch sensor seems to be ok.
Do I need front pannel assembly or display assembly?

Should be fine with the glass/digitiser only, however, check when buying if you're just getting the glass panel itself or the whole display assembly, if you're just buying the glass you will also need some adhesive to attach it to your existing digitiser/display housing [which also holds your home button / earpiece / sensors] also if you're assembling when removing the previous glass ensure you get every last bit off :)

for sure I will get the front panel assembly and not try to unglue tape and reglue the buttons, speaker and so on.

+A whole lot less drama to replace the complete assembly. It is more expensive but will save you a lot of headaches, unless you have done it a couple of times and are comfortable with it.
I just received the front pannel assy and the corresponding tools. I am not able to open the two bottom screws on the iphone withe supplied philips 00 screwdriver. What went wrong? phone model is A1303.

I bought the assembly and on the inside is sort of film with all four edges cut . There is no tab to pull off.
I ask because the digitizer is not working all the time.
