I followed the steps on Playstation support on how to put it into safe mode it's not working

Why were you needing to put it into safe mode? After it boots to safe mode the controller must he plugged in directly as it doesn't use the Bluetooth connection in that state.

Can you be functionally specific?

What safe mode? what did you try to do and how does it look like when it doesn’t work.

We don’t see your console, it’s your responsibility to present the problem clearly in the first place.

When I turn my system on it says connect a controller to a USB port then it beeps twice and shuts off
