iPhone 7 locked but... had a sim

So this is a bit of a complex story but I’ll try to keep it simple. I’ve bought a lot of 30 iPhones with mixed success. One of these phones is an iPhone 7 128GB. It was locked with a passcode and had FMI on with no owner info at all. I tried putting my sim in for a change of it saying enter password for __________@icloud.com etc. I got service and 4G but no notifications at all. This is when I tried the sim card it came with, on another device. It was a Vodafone sim and had a number but was inactive. The phone also displayed “phone not activated”. I wanted to know if I should get in contact with the carrier in hopes of the phone being eventually unlocked or other options like trying a Vodafone sim in it as it might be carrier locked or something else as I am hoping to either return it or fix it and sell it on.

FMI Activation lock is totally unrelated to the carrier.

SIM inactive is related to the carrier, but as you are not the owner of the number, it is unrelated to you.

Apple won’t unlock the phone for you without proving you are the rightful owner with proof of purchase.

So unlocking them is highly unlikely.

Is there any bypass to access any key info eg conacts? I’m aware iOS and before you could ask Siri but in newer versions I’m not sure if something like that can still be done.

How so? Is there some application that can retrieve key info when the phone is in dfu? Restoring it wouldn’t help as then it will be activation locked.
