Unable to restore, reboots back to "connect to itunes screen"

Using normal restore mode:

Bar fills, computer says restore complete, ipad reboots back to the screen.

Using DFU mode (with and without specifying ipsw):

bar doesnt fill at all, sits empty for a while then reboots. Computer says restore is still going but nothing ever happens.

Neither give any type of error code, tried restoring with iTunes and 3utools, no issue in logs either.
