Will not power up when new batterys are inserted.

Hi i repair consoles and controllers, and i have about 4 motherboards that will not power up when new batterys are inserted or when a power pack are used.

Why is this?

And can it be fixed?

Does the motherboard or power pack appear to have any damage? Do you have a multimeter to trace power?

i do have a multimeter, where would the points be to check??? also motherboard and battery pack look new, so i dunno??
