I tried opening the unit and cleaning it but that did not correct the problem. I am having trouble finding the part number and where to purchase it. Can anyone help me with this?

Did you mean the Volume Control?
If so it is Onkyo part #25065627 which is an EC12E2425 rotary encoder.
Unfortunately it is no longer available but the Chosen Solution in the link below may be of some help so that you may be able to clean it to get it working again.

I’m not sure but I think that part of the EC12E2425 “numbering” means that it is a 24 pulse per rotation rotary encoder so if cleaning it fails you may be able to find a compatible replacement (as is also shown in the solution above)
Here’s the service manual for the receiver where the information was found which may also be of some help. See parts list on p.43, lower right corner part ID #S7501 under VOLUME PC BOARD (NASW-7462-1N/1O to find the volume control part information.
If it is not the volume control but another one, use the parts list from the service manual to hopefully find the part or a compatible replacement.
