S8+ Bootloop can't enter recovery mode. Is phone toast?

We had a charger go bad which fried some of our electronics. My s8+ might be one of them. When powering on it goes into bootloop and I cannot get into recovery or safe mode. I cannot shut the device off. It will not charge via the charging cable. I replaced the battery so that could actually turn the device off and try to enter recovery after reconnecting the battery ribbon cable to the board, however it just goes back into bootloop.

As a last resort I would like to get my files off of the phone and then trade it in to Tmobile. But is there anyway to fix it in general?

You should be able to boot into odin/download mode. Volume down plus Power. there proceed and flash a fresh firmware.

Unfortunately volume down plus power just goes back to boot loop. So does volume up plus Bixby plus power.

I can't even turn it off without disconnecting the battery from the board.

Then try volume down, bixby and power.

Do you have Exynos or Snapdragon version of the phone?

If it's Snapdragon, google about putting phone to EDL mode.
