Xbox One S unresponsive. Good PS/mosfets

I just picked up a broken Xbox one s to try and fix. The power button is completely unresponsive (no beep, light, fan, etc). I checked voltage coming off of the power supply and am getting 12.04V from all 3 terminals. At the 6 pin power plug on the board, no 12V pin is shorted to ground. I checked all three mosfets on the 12V rail and they all checked out fine (though voltage drop between the top left pin and ground was about .440V instead of around.650 that I was expecting. Continuity through the power button checked out just fine when pressed and I checked that the same is true for the connector pins on the board when I press the button.

I can occasionally get it to turn on after I plug everything into the board but when I get all the components moved back into the metal shielding it goes back to being unresponsive. One of the times I had it running outside of the shielding, I wiggled all of the wires, connectors, etc to see if it would shut off but it still ran fine… Again, it wouldn't start up after I put it back into the metal shield.

I'm kind of at a loss and am hoping someone here would have some ideas.

Quick update: turns out I do have a short between +12V and gnd on my 6 pin power connector on the board. It only shows up after I power up the board then remove the PSU and check. If I hold my multimeter on 12V and gnd for about 30 seconds, eventually the short disappears.

One more update: If I plug the power spooky back up to the board, I get 12V up to the first three capacitors but I don't get any 12V readings anywhere on the three phases lines/coils/etc
