internal drive (dvd-cd drive) spits out cd.

I'll load a cd for a new app and it will spin for about ten secs. and then ejects. Doesn't matter if it's music or a new operating system.

Hi! It's likely that the drive has gotten touchy and needs to be replaced. However, there are some things you can try: Make sure your CDs are clean and free of smudges. You can use Windex and a soft cloth to clean them. Also, make sure to try many different discs, i.e. CDs, and DVDs, in order to insure that it's not just a specific set of media, or a certain type of disc that is causing the issue. You can also blow the drive out with canned air, and you can also try one of the many commercial laser/lense cleaners, which may help if the drive is just dirty. If none of this helps, though, then likely the drive simply needs to be replaced. Unfortunately it's a common occurrence.
