My RAM is not being read on my MacBook

I purchased a RAM kit, 16GB. When I put both chips in the laptop will not boot up. However, if I put one old and one new chip in the laptop works giving me 10GB. I tried switching chips, inserting them in different locations both to no avail.

Any help would be appreciated

RAM Type: PC3-8500 DDR3 Min. RAM Speed: 1066 MHz?

it probably is that the ram sticks are different frequently, try taking one out.

Both Chips are listed as the same , and I did take one out. One new chip works with the old chip but not with each other. I'm still waiting for ifixit to get back to me with some help. So far nothing.
