My Power button is stuck, is it the button or the cable?

My iPhone 4 power button is stuck. I opened the phone and took it apart but I can't tell what needs to be replaced. The button is sunken all the way down. Does the power cable button supposed protrude. I can't tell it it is supposed to be pushed out and be responsive to the touch once the actually button touches it. The two don't seem to touch and I don't know which one is supposed to push toward the other, the actually button or the button on the cable? Any help will be greatly appreciated.

the cable should be anchored and the external button is pushed onto it.

see step 20 and 21, Take your phone to step 20 then press button and see how it reacts- watch the plate with the flex attached to frame, see if it is moving (it shouldn't)I would examine the screws to make sure they are in tight enough, check that the plastic/aluminium hasn't cracked around the screws so that the flex can move. If that checks out ok then go to step 21 and look at the flex..look at the little button on the flex, is it flattened instead of being raised up like a shield? does it pop out when you press directly on it? if no then the flex is the problem. Look at the external button, the metal loop that hangs down may have snapped, bent etc...replace if it has. Let us know how you get on.

There is no "trick" to installing the button, if you seat the button (dangly bit down) and attach the bracket firmly, the button should click normally. The dangly bar is simply to keep the button level so it doesn't tilt on top of the pressure pad.

If you assemble the button and it DOESN'T click, then there is almost certainly an issue with your power cable.

Look very closely at the actual button (the orange blister in the middle of the bracket). There should be, barely visible, a tiny protrusion on the top. That's what the bottom of the button should be in contact with and making the little blister click. It is VERY tiny and barely visible, and also prone to breaking off. If that happens, you've next to no chance of finding where it went.

The correct solution is to purchase a new cable/sensor. They're pretty cheap.

You can also try to fix it manually, as I did.

You need a very thin piece of plastic. I used a bubble pack from a strip of Gaviscon tablets which seem to be about the right thickness.

Cut a tiny piece of plastic from it (about 1.5mm square)

Glue it dead-centre onto the little blister button. I used superglue.. normal glue was not strong enough.

This worked for me.. but the clean way to do it is replace the cable.

I tore off a piece of a sticky note and wedged it between the button and whatever it presses on and it now works. It doesn't "click" but the power goes off.
