iPhone 4 cycles continuously when connected to computer

My iPhone 4 was fully submerged in water several months ago. It fully dried out, but would not start, so I ordered a new battery, which I just replaced yesterday. The phone will now turn on when plugged into the wall, and loads the "plug into iTunes" message. When plugged into my computer, however, the phone displays the apple logo for a few seconds, then restarts and does the same thing continuously. Ideas? Does the board need to be replaced? Apologies if this question has already been asked.

Molly, I would start of with this guide Some of the steps you can skip, since yours is not acute anymore. My concern with your logic board is corrosion. Clean the board, the connectors and the cable ends very well, and carefully. After that, reevaluate and see what happens. You can also try a program like iReb and see if it can be kicked out of whatever loop it is in. DO NOT FORGET to clean your corrosion....:-) Good Luck
