Why does settings freeze when I try to update to the ios 14 beta?

Basically when I go to general then tap on software update to try to update to the beta settings freezes with Software update grayed out and I have to close and reopen it. I've seen some issues on ios 12, but in on the newest ios 13 version so I have no clue what's happening. Can’t update through iTunes since I’m trying to update to the beta.
