iBook will not boot from cd

Having a problem with my ibook g4(late model), had a problem with my previous 80 gig hd and just replaced it with a 160 gig. Now i cannot boot from tiger disk that came with unit, just a grey screen appears with a question mark on it. also when I boot holding down the option key only a swirly arrow appears on the left and a regular arrow on the right. Had no previous problems except i was told by geeksquad that i needed a new hard drive due to the old one being corrupt, would boot fine before but ran slow. Any suggestions would be appreciated. Also i have reset pram and done the various steps of reset all after entering the alt+option+f+o steps.

Update

The new 160G is a western digital purchased a few days ago. I will try, was hoping to have a solution as I put it back togther before testing it. The boot disk is the original tiger disk.

Try disconnecting the hard drive and see if it will boot from the optical drive. What's the history on the 160 GB drive?
