Battery is detected, but cannot draw power

When charged while turned off, the battery indicator light short blink continously. It won’t turn on on battery, but it can with adapter plugged in.

After booted, it seems reads the battery, 100% charging. And with battery info view program, it displays battery condition as it should be. But when the adaptor is plugged out, the power drops.

This laptop’s battery has been replaced so I have the old battery sitting around and tried to install it. But it behaved same. Old battery was running out of battery, and it didn’t charge.

Tried to change the adapter, battery, update bios, hard power off, reset cmos, but no luck.

Is this hardware related problem? Thank you.
