My Nano is not turning on when unplugged, but works when plugged in?

So recently i came into possession of a ipod nano, I just wanna get it working cus i need a new one badly. The Nano is not turning on when unplugged, but works when plugged in? It may have gotten a bit wet but I am really unsure of that, what would be the best course of action to get it working?

The battery is dead, or the charging circuitry is busted.

New battery is $15 at the ifixit store. https://www.ifixit.com/Search?query=ipod...
