My iPod boots up displays with the Apple display before continuing by displaying a screen with a link to Apple support or the Apple logo during this it makes a wering noise that gets louder then cuts off and then repeats eventually it reaches the home screen however once u reach a song and click play the noise comes back and the song doesn’t play

Since you mentioned that it is making weird noises, it would seem like the hard drive inside it is going bad. Yes, your ipod has a physical spinning hard drive inside of it. Thankfully, Ifixit has a whole page that is all about how to fix you Ipod.
