Can I use my old compaq computer with out a cpu fan?
i took out the back fan and the cpu fan from the heatsink but also the cpu isnt underneath the heat sink its a couple of inches away from the heat sink and the fan

Short answer: NO. This will burn your CPU out, if it doesn't shut itself down to prevent it from killing the CPU in the first place.
HP's do not run without a fan, or at least become very naggy. This is intentional because you need to have the CPU fan. This happens at the BIOS level.

What compaq is it? I would think that there is no way your computers CPU will work for any length of time without the fan. The problem will be, since it is probably a way older Compaq, that your CPU will overheat and you will experience permanent damage.

i accedtaly scraped off some thermal paste off of the cpu is it okay?

you should replace the paste and the heatsink as well as the fan
