Will not boot past white screen when colder than 5º C/41º F

The MacBook Pro will run just fine at room temperature, but will not boot past white screen at worst or partway up progress bar at best when it is cold.

Once back to room temp it will resume its duty, but reluctantly, needing a PRAM reset to get back up to speed. Where should I look to fix this issue.

To many possibilities!

The first thing I would look at is the battery health using CoconutBattery post a snapshot of the apps window so we can see.

The next would be what kind of drive do you have in this system an HDD or SSD? A HDD can breakdown from the cold. While 5º C/41º F is not freezing its close! The logic board components like capacitors tend to loose their effectiveness when they get cold.

If you are leaving your system outside I would not do that. If you are carrying the system then maybe you want to get a battery powered heater to keep your system toasty!

I helped a scientist who was traveling to Chile into the mountains deal with a similar issue many years ago. We rigged up a cooler with a heater so the gear didn’t lose the heat as they traveled to Cerro Paranal from Potrerillos Airport by car in the middle of the southern hemispheres winter (a very long & cold trip and back!)
