Device does not run on battery power
I have replaced the battery, but the problem persists. When the device is plugged in it will turn on, when the charger is removed it immediately shuts down.

If a known good battery will not work, your options may be to replace the motherboard, replace the laptop, or use the laptop only when it’s plugged in.
