I got it to turn on once by opening it up and playing around with cables. Could a bad LCD cause it to not boot past the apple logo? I suspected it and when I was messing around with it it white screened so I'd say it burnt out

You could have easily damaged the display chip or LCD when messing with the cables while the phone was on. Try this, connect everything except the #3 ribbon and reboot/turn on the phone. See if this helps. If you still have a white LCD, you may need to try a different LCD as that one may be trashed.

If it boots without the #3 ribbon connected, then that is your problem. At times this can be damaged can cause for booting issues if there is an internal short inside the ribbon's circuitry. Replace it. Instructions here: iPhone 3GS Proximity Sensor Ribbon Replacement
