Why is water under my washer

when my washing machine starts filling water is coming out from the back onto the floor

Usually its caused by a broken drain hose .

most of the time its the upper hose in this pic. The white part hoses attach to is the drain pump. The lower hose is the one you see coming out the back of the washer and going into the drain.
